How does an administrator make someone else an administrator on a windows vista computer?

The general answer is by giving full adminstrator equivalent rights to the person's ID on the machine. It is not possible to have two "administrators" nor to eliminate the primary administrator. This applies to all machines with multiuser access. On Vista, you will probably as adminstrator go in to the user management section. Since I expect to avoid Vista as long as possible, that is as far as I can go. In XP, it is on Control Panel, User Accounts.
